Alabaré would like to congratulate Alison McGovern MP on her appointment as the new Homelessness Minister.
Alabaré looks forward to Ms McGovern MP being the driving force in ensuring the Government’s long-awaited homelessness strategy is promptly published and implemented.
Alabaré is well-placed to share its insights with the new Minister, given its 35 years’ experience in the sector and its position as a leading homelessness charity in a region with the third highest number of rough sleepers, behind only London and the South East.
Alabaré’s services in Wales follow a previously published homelessness strategy, drawn up by the Welsh Senedd, which is helping to shape overarching support there.
Key stats
- Over 354,000 people are homeless in England
- Across England, the number of people sleeping rough is now 91% higher than it was three years ago and has more than doubled since the Snapshot Methodology was introduced in 2010.
- Approximately 13,646 people are homeless in South West England.
- The South West has seen an 8% increase in rough sleepers since 2023.
- The number of rough sleepers in Wiltshire alone rose 70% in the three months from December 2024 to February 2025.

“Government policies such as repealing the Vagrancy Act next Spring, and increased commitment to spending on housing are very welcome, but at a time when the number of households in temporary accommodation is at a record high, it’s vital that with a new homelessness minister in place, we see a robust strategy from Westminster to tackle a growing crisis, and ensure support is given to those who desperately require help.”
